NEKCA Early Head Start has an exciting job opening for a Children’s Services Manager to oversee the education and disability services for Early Head Start children in centers and registered Family Child Care homes located throughout Orleans, Essex and Caledonia counties. The ideal candidate will have experience in curriculum development and assessment, data analysis, group facilitation and knowledge of VT Special Education regulations for infants and toddlers.  Qualifications include demonstrated leadership and program development; strong interpersonal skills with an ability to relate well to staff and agency partners; and strong organizational skills. Bachelors Degree in Early Childhood Education is required.

Responsibilities Include:

  • Monitor services and identify strengths and areas needing improvement within the Early Head Start Education and Early Childhood Development and Disabilities
  • Working in partnership with Center Managers and staff, facilitate the development and implementation of plans of improvement by stating clear expectations, timelines and hands-on support in the areas of child development and disabilities
  • Provide written documentation to appropriate supervisor as outlined in the support and supervision should expectations and timelines not be met
  • Facilitate the development of, monitor, and revise a comprehensive system of developmental screening and assessment, including recordkeeping, tracking, monitoring and follow-up for all children
  • Participate in Program Planning Committee and report on the following: Child Development Outcomes, Disabilities, and status of Interagency Agreements with Children’s Integrated Services programs
  • Guide the planning and implementation of our comprehensive child development program that meets the Head Start definition of curriculum in the Early Head Start program option (FCCP)
  • Guide the transition of children and families to early care and education programs upon entrance and exit from the EHS program
  • Support staff in implementing services that are outlined in Individual Education Plans and Individualized Family Service Plans (One Plans)
  • Monitor a system for evaluating playgroup environments
  • Organize Early Head Start Home Visitor meetings in coordination with other Content Area Managers
  • Participate in Management Meetings
  • Establish a system for monitoring and providing feedback on EHS Monthly Infant/Toddler Playgroup Planning
  • Oversee materials and resources in the area of Early Head Start curriculum and child development services
  • Contribute to the collection and analysis of data through the PIR and TS GOLD Child Outcomes processes and provide reports as required
  • Participate in Hiring Committees in accordance with hiring practices
  • Participate in Program Self-Assessment
  • Participate in appropriate program meetings and In-services and incorporate relevant knowledge and skills into practice
  • Participate in early childhood collaboration efforts in the community
  • Provide orientation to new staff in the areas of Early Head Start Education and Early Childhood Development and Disabilities
  • Monitor and maintain expenditures within the content area budget
  • Provide input to Performance Evaluations as requested
  • Maintain current knowledge of trends and resources in the areas of child development, curriculum and children with disabilities
  • Facilitate the planning of trainings for EHS Home Visitors in collaboration with program management team


Minimum Requirements Include:

•          Must comply with NEKCA policies if hired

•          Bachelors Degree in Early Childhood Education/Development

•          Experience working in family and/or community partnerships

•          Experience working with groups of children

•          Effective written and verbal communication skills
