Job Title: Family Community Support Services, Housing Navigator and Retention Specialist
A. General Description
The FCSS Housing Navigator and Retention Specialist will provide services for families and individuals experiencing a housing crisis as they enter the housing system, and follow-up services post housing stabilization to ensure long-term housing retention. The Housing Navigator and Retention Specialist will conduct coordinated entry assessments to clients without homes and maintain a referral list. The position also includes advocacy, mediation, assessment, planning, creative confrontation, and connecting families with resources. The Housing Navigator and Retention Specialist works as part of a team and reports to the Family Community Support Services Housing Programs Team Leader.
Housing Programs Navigation: Conduct pre-screening and prioritize clients who are homeless. Perform Intakes and assessments. Assist clients with accessing state or other benefits where eligible. Engage families and individuals in a meaningful dialogue for the purpose of mutually assessing their needs. Identify and/or provide appropriate services and referrals. Provide participant support at locations out of the office, if or as needed. Determine eligibility for agency programs.
Post Housing Stabilization: Coordinate with the tenant to review, update and modify their housing support and crisis plan on a regular basis to reflect current needs, and address existing or recurring housing retention barriers providing early identification and intervention for behaviors that may jeopardize housing, such as late rental payment and other lease violations.
Provide training in being a “good tenant”, including lease compliance and ongoing support with activities related to household management. Offer coaching on developing and maintaining key relationships or resolving disputes with landlords, property managers, and neighbors with a goal of fostering successful tenancy.
Advocate for and link with community resources to prevent eviction when housing is, or may potentially become, jeopardized; assist with the housing recertification process when applicable. Connect the households to mainstream services and benefits as applicable.
Identify and/or provide appropriate services and referrals and assist clients with accessing benefits where eligible. Provide participant support at locations out of the office, if or as needed. Determine eligibility for agency programs.
Maintain Coordinated entry master list and referrals for programs.
Involve and represent Capstone Community Action in the broader community. Develop and increase awareness of issues impacting people with low-incomes. Work collaboratively with area service providers, State agency employees, and other community based organizations.
Maintain quantitative and qualitative record keeping including data entry for all services, and filing timely programmatic and financial reports as required by funding sources and Capstone Community Action.
Maintain family and individual confidentiality within Capstone Community Action guidelines.
Participate in ongoing professional development. Continually seek out new and innovative ideas and learning to inform the ongoing development of housing programs.
Perform other duties as assigned.
A Bachelor’s degree in human services, public administration or related field plus two years’ experience management of a nonprofit program or similar experience. Federal grants management experience is preferred.
Demonstrated knowledge of human services, domestic violence issues, adult development, education and human service networks, and low income housing programming.
Demonstrated sensitivity to issues related to poverty and the barriers faced by people with low incomes.
Experience interpreting and applying complex rules or regulations is required.
Ability to integrate the mission of the assigned programmatic area with those of other programmatic areas is required.
Strong oral, written, and interpersonal skills are essential
Working knowledge of MS Office software including Excel, Access, and Word is required.
Willingness to occasionally travel throughout the state or work evenings and weekends.
A home telephone, reliable insured transportation, and a valid VT driver’s license are required.
