Position Title: Director of Finance and Operations

Status: Full-time, Exempt
Salary Range: Starting Typically, $88,000.00 to $110,000.00

Purpose of Position:
The Director of Finance and Operations carries out, directs, manages, and oversees the day-to-day administrative operations of the Child Care Action Council (CCAC), including fiscal management, human resources, administrative services, and technology systems. Fund development may be a part of this position depending on the skills and interests of the selected candidate. This work is done in support of the strategic plan and associated goals and objectives adopted by the Board of Trustees, CCAC policies and procedures, and goals of and direction from the Executive Director. The Director of Finance and Operations reports to the Executive Director, serves as a member of the leadership team and has supervisory responsibilities. The Director of Finance and Operations provides lead staff support to the Fiscal, and Audit Committees and attends other committees and Board meetings as required.

Essential Duties & Responsibilities:
GENERAL AND CROSS-FUNCTIONAL
Develop and regularly evaluates operational activities and policies to support organizational efficiency and productivity.
Improve operational systems, processes and policies.
Manage and increase the effectiveness and efficiency of support services (Finance, HR, Administration, IT) through improvements to each and by improving coordination and communication between these functions and program operations.
Supervise staff and oversee contracted support services. Provide staff with direction, feedback, recognition and regular performance reviews.
Provide program data and outcomes information to annual report.
Participate as a member of the Leadership Team.
FISCAL MANAGEMENT
Update and implement all necessary business policies and accounting practices; ensure updates/revisions to financial policies and develop, oversee, and implement a financial procedure manual.
Analyze and present accurate and timely financial reports; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments and oversee all financial program and grants accounting.
Oversee and lead annual budget development process, including capital planning; in conjunction with Executive Director, administer and review all financial plans and budgets.
Develop and monitor organization and project budgets.
Manage cash flow, detailed budget planning and forecasting.
Monitor operational expenditures, accounts receivable, and accounts payable.
Monitor program and agency budget throughout the year; communicate financial updates to program managers and provide guidance on purchasing and expenditures.
Monitor and report on federal and other grant expenditures and revenue.
Monitor and Liaison with CCAC's financial advisor for investment accounts.
Monitor restricted and unrestricted assets, and deferred income performing journal entry corrections as needed.
Keep leadership team abreast of CCAC's financial status.
Manage banking relationships and procedures.
Effectively communicate and present critical financial matters to Executive Director and Board of Trustees.
Coordinate and lead annual audit process, liaises with external auditors, Executive Director, Finance Committee, and Board of Trustees; assesses any changes necessary.
Ensure compliance with GAAP and related OMB Circulars requirements.
HUMAN RESOURCES
Review and work with the Board to update human resource policies.
Review and refine human resources practices.
Comply with state and federal regulation governing employment and compensation.
Maintain personnel files and ensure compliance with organization policies.
Orient new employees.
Foster the development and retention of staff.
Support the recruitment and hiring new staff.
Monitor employee benefits programs for quality and competitiveness.
Perform activities related to benefits programs, including conducting enrollment and arranging training.
ADMINISTRATIVE SERVICES
Oversee all facility related issues in owned and rented space.
Ensure that all personnel policies, record-keeping, reporting, and orientations are carried out.
Oversee contract management, including:
o Review and file all contracts.
o Monitor federal source funding.
o Oversee contract billing and reporting in coordination with program managers; provide financial reports.
Monitor contract milestones and accomplishments.
Oversee management of facilities, equipment and other physical assets.
Ensure liability insurance is appropriate and adequate to cover assets, protect staff, volunteers and board.
Oversee management of technology systems, data and network security and sharing policies and protocols.
Fund Development and Grant Management (Optional part of the position depending on the hired candidate's experience and interest)
Work with Development and Communication team, to provide finance & budgeting support for RFPs and development activities.
Assist staff in grant application development, particularly with evaluation and financial/budget sections.
Contribute to grant narratives as needed.
Oversee the collection and management of donor data.
Produce reports on donations and funding to support fundraising, donor development and development committee.
Manage program evaluation for several grants.
Oversee several grant projects.

Qualifications:
The selected candidate must:
Have the ability to work occasional night and weekend hours
Successfully pass a thorough DCYF Portable background check
Hold a current, valid driver's license
Have reliable personal transportation and vehicle liability insurance
